Hello Rabbi, I’d like to know please are we permitted to make a pact with HaShem?. I am torn between finding work close by my elderly parents who have been consistently emotionally abusive and unavailable but who now need assistance or doing as I wish, which is relocating to a frum community.
Finding work in a frum area is proving difficult so I do wonder if I am meant to move closer to my folks.
I am curious if I should apply for positions in both and leave it up to HaShem to decide where I should go

You may certainly pray that Hashem guides you in the right direction and helps you make the right decision. If one job comes up it would certainly be something to consider taking. Perhaps this is something of a sign from Hashem, yet ultimately it is impossible to know for certain, and your final decision should be based on what you feel and decide is the right path for you.
Making a “pact with Hashem” is then permissible, yet the results may be inconclusive.
