my is in her second day of shivaa nekiem a few hours after she inserted her nuvaring she saw a bright red stain, her doctor said it is from the cervix not the uterus.

Blood coming from the exterior of the cervix does not render a woman a nidah. However this must be verified and not just the estimation of the doctor. This would be done by an internal examination by a trained nurse or doctor who sees a wound or other irritation causing bleeding from the cervix. Once the existence of a bleeding wound is verified we may assume the blood she saw came from there and not the uterus. Without the above level of verification she would in fact have to start the 7 clean days again.
