I’m trying to help a family member that’s a kollel person in E. ISRAEL. In order not to embarrass him I’m having him learn mishnayot for my father, Z”L . Can I use MAASAR money?

Yes, maaser money may be used.
Being that you would have given the money without the mishnayos, and in any event it is being used for the mitzvah of limud Torah, this is a valid use for maaser money.
