If wearing tights is according to minhag hamakom, would it be permissible to not wear tights if one goes to the Caribbean for vacation?

If one accepts the lenient opinion that from the knee and down is not ervah, and is only covered because of minhag hamakom, there would be room for leniency when visiting a place where that is not the custom.
