Is one allowed to take off his tzizit if he is in a particularly hot place, does “Minhag Yisrael Torah” make a difference?

In fact this is beyond a minhag as the Gemara tells us that when one is punished for other sins, he will be punished for not wearing tzitzit [a four cornered garment] as well. However both the minhag and halacha would not obligate a person who is experiencing extreme discomfort from wearing tzitzit. This refers to an uncommon occurrence, one should see to it that the could generally wear a garment with tzitzit.
