If a Gentile has a latent Jewish soul, but circumstances or something prevents that person from ever officially converting to Judaism, would that person’s soul be as equal to any born-Jew’s share in the World To Come?

No, a Jew and non Jew have different forms of eternal reward in the World to Come. It is not clear if there is in fact such a thing as a “latent Jewish soul”, and a soul of someone who never converts seems to not have been destined to do so. Ultimately we do not have a clear picture of the world of souls, but as far our perspective goes, this seems to be the case.
