No, a Jew and non Jew have different forms of eternal reward in the World to Come. It is not clear if there is in fact such a thing as a “latent Jewish soul”, and a soul of someone who never converts seems to not have been destined to do so. Ultimately we do not have a clear picture of the world of souls, but as far our perspective goes, this seems to be the case.
