Bread made from the 5 types of grain (wheat, oats, barley, spelt and rye) require the brocho of המוציא. Bread made from other grains and legumes the brocho is שהכל. (unless it is common in a certain country to make bread from a particular grain e.g. corn bread-tortilla in Mexico) So therefore the correct brocho for flax seed bread would be שהכל.
