Question:
Should an ASHKANAZI woman first light the Shabbos candles, and then make the Bracha, or should she make first make the bracha and then light? Please explain all pertinent halachos. Is there a difference on Yom Tov?
Answer:
On Shabbos most women first light the candles, close or cover their eyes and then make the brocho because the recitation of the brocho may be considered a kabalas shabbos. On Yom Tov many women light the candels the same way as they do on Shabbos. But others are more meticulous and change the order, they first light the match say the brocho and then light the candles, since on Yom Tov it is permitted to transfer an existing flame.
