Shabbat 17th Tamuz restrictions

Question:

Dear Rabbis,
When 17th of Tamuz falls on Shabbat, like this year, are we entitled to do everything we would normally do on Shabbat, for examplw, wearing new clothes or making a shechiyanu on fruit that is “new” to us, or are there restrictions as in a private year of mourning?

Answer:

There is a dispute amongst the Achronim regarding the status of a fast postponed to Sunday. Does the fast really start on Shabbos and Sunday is an extension of Shabbos (tashlumim) or that it has nothing to do with Shabbos but was fixed by the Prophets to fall on Sunday. You should act on Shabbos the 17 Tamuz as you would the following Shabbos in the middle of the Three Weeks.
