If someone didn’t make a blech on shabbos is he allowed to make one or is that an issue of makeh bepatish since now it’s garuf vekatum and he can do chazara? (in essence can you line a crock pot on shabbos if you forgot with pre cut foil)

You can line a crock pot with pre- cut foil or place a blech on Shabbos because you are only changing the situation and not making a new vessel.
