Are you allowed to use a stamp from an envelope that was returned

Answer:

Depends, if it happened in Israel the stamp should be destroyed as one has to pay for the service received from the postal department, even if the mistake was caused by external factors. If it happened in the Diaspora since it was due to a mistake made by the postal authorities you can keep the stamp.
