You definitely can, however the walls have to be stronger than the walls of a regular succah, because the walls have to be able to stand up to a regular wind. When the succah is on the ground, the regular winds are not that strong, however on a boat out at sea the regular winds are stronger, and therefore the walls have to be made sturdier.
