I would like to know how the procedure for choosing King Saul

Question:

In the following verses:

20 And Samuel brought all the tribes of Israel near, and the tribe of Benjamin was taken.

כוַיַּקְרֵב שְׁמוּאֵל אֵת כָּל שִׁבְטֵי יִשְׂרָאֵל וַיִּלָּכֵד שֵׁבֶט בִּנְיָמִן:

21 And he brought the tribe of Benjamin near, by its families, and the family of the Matrites was taken, and Saul, the son of Kish, was taken. And they sought him, but he was not found.

כאוַיַּקְרֵב אֶת שֵׁבֶט בִּנְיָמִן לְמִשְׁפְּחֹתָיו (כתיב לְמִשְׁפְּחֹתָו) וַתִּלָּכֵד מִשְׁפַּחַת הַמַּטְרִי וַיִּלָּכֵד שָׁאוּל בֶּן קִישׁ וַיְבַקְשֻׁהוּ וְלֹא נִמְצָא:

I would like you to explain this verse better, because in my view King Saul was chosen by samuel through luck, that is, paper was placed with the names of the people who would be chosen as king, so the king saul was chosen by luck , this is true? I would like to know how the procedure for choosing King Saul

Answer:

The way that Saul was chosen was by divine command, called a “Goiral” or with lots. The street translation of it might by luck, however it was far from that. It was a way of letting the divine will express itself without any human interference.  This was the way that Yehoshua divided the land of Israel, and each tribe got the exact land that Yackov had forecasted to the tribes hundreds of years earlier.

The reason we call Purim the festival of lots is because Haman used lots to decide which day to kill the Jews. So why do we choose this moot point to describe the essence of the festival? The reason is to teach us that what may appear to be something of mere “chance”, however the truth is that the whole story was via divine planning and purpose.
