Unfortunately the Reform movement does not recognize and practice the commandments of the torah according to halacha and the mesorah, The fact that he is technically Jewish is because he was born Jewish, but it isn’t because of his practice of Judaism, (as far as the torah observant are concerned), therefore he isn’t considered a rav or even a practicing Jew. Obviously his halachic rulings are not valid, as it isn’t taking halacha into consideration, and his semicha can’t be recognized from a torah observant perspective.
