I'm going to E"Y on Rosh Chodesh Tamuz 5777, and I'm will be going to the Kosel straight away on Rosh Chodesh, am I mechuyav to tear kriya?
Answer:
The minhag is to rip on Rosh Chodesh when going to the kosel, however on erev shabbos after chatzos the minhag is not to rip.
