Are Galoshes (when worn over shoes in winter) considered carrying on Shabbos?

Answer:
A person may walk outside on shabbos with galoshes and it isn't considered carrying. Even though it can be argued that it isn't really considered clothing because it is only there to protect one's shoes, however the poskim say that it is considered a garment. This is because the galoshes make the person warmer, and secondly because if the persons shoes will get wet, we will also get wet, therefore they are protecting him and not only his clothing.
