My daughter and her husband have children. He finished his medical residency after many years of studying. He should earn a good income, however not enough initially to save for front money for a house. It may take them many years to be able to afford the front money for a house. We leave in different cities.

From your question it seems that the couple do make enough money to meet their needs, however they don’t have enough money for the down payment of a house. Since they have income for their normal expenses, they are not considered poor, in this sense, and maaser money should not be used for this.
