We own the game Code Names in English. I’d like to have the word cards of the Hebrew game, to combine the two, but the Hebrew game is quite expensive.
I have a friend who owns the Hebrew game.
Am I permitted to borrow it from her, write down the words from the Hebrew cards, and then make Hebrew cards of my own?

That would be permitted. This is since you already bought the game and it is only for your personal use, it is permitted.
