Question:

Since the 9th of av is a nidche this year, are we allowed to eat meat, do laundry, cut nails and hair first thing Monday morning or do we need to wait until chatzos on Monday afternoon in order to do these activities.

Answer:

When T’bav is on Shabbos and is pushed off until Sunday, we are allowed to do laundry, take haircuts, showers, etc. even at night right after the fast. You do not even have wait for the morning. The only thing we abstain from is eating meat and drinking wine, because we just finished T’ b’av. However we are allowed to eat meat and drink wine right away in the morning of the next day. Listening to music is controversial, but for a seudas mitzvah it is definitely allowed.
