Answer:
Anointing oneself is one of the 5 “afflictions” and things that we are not allowed to do on Yom Kippur. However like with other halachos, if there is an important medical need and it can wait until after Yom Kippur it might be permitted. That however would depend on the need, and the specifics of the situation, and has to be discussed with a Rov.
