Writing Sefer Torah for a nonpracticing jew

Question:

Can you write a Sefer Torah in honor of a deceased nonpracticing Jewish child

Answer:

It is permitted to write a sefer torah in honor of a deceased non practicing Jew. A Jew that is not Shabbos observant etc. may not actual write the sefer torah, however it may be written by an orthodox Jew in his honor.
