Rubbing hands after washing for bread

Question:

When does one rub his/ her hands after washing for bread? After the washing, but before the Bracha or after the Bracha but before the drying?

Answer:

The Chayei Adam (40-4) and Kitzur Shulchan Aruch (40-5) say to do it before saying the bracha. It also seems that the Shulchan Aruch (O:CH 158-11) also says to do it before saying the bracha.  This is what seems to be the minhag. (The Siddur Horav (Netilas Yosdayim-4) however says to do it after saying the bracha.) What is important though is not to do it in middle of saying the bracha, because we are not allowed to do anything while saying a bracha.
