Driving while taking on a cell phone has been established by law enforcement agencies all over the world as being dangerous, not only to the driver, but to the passengers of the car and people outside the car. Since it is dangerous we are not allowed to endanger our own lives, nor the lives of others. The law is that when the phone is on a base, that it is permitted to use. It seems from this that it is the physical handling of the phone while talking on it, is what is too distracting and dangerous, and not just the mere conversation. The law enforcement agencies have no problem with a person having a conversation with someone else while driving.
