is one allowed to move a potted plant on yom tov? what about when you try to protect it from the elements? rain sun heat cold etc? or move it outside to give it sunlight.
does it matter if you move it from a deck to inside or vice versa?

The halachos regarding handling plants on Yom Tov is the same as on Shabbos. Here are some of the halachos.
Flowerpots – (an עציץ )
- Moving perforated flowerpots outdoors– Outdoor plants in flowerpots are also subject to מלאכת קוצר. Even though the flowerpot surrounds the plants, they still absorb a lot of their nourishment and energy[1] from the earth. A flowerpot that has a hole, through which it nourishes from the ground (called anעציץ נקוב ), is subject to קוצר by separating it from the ground, and זורע by placing it on the ground. Therefore, it is אסור to lift a flowerpot off the ground and place it on a table[2] or on a hook outdoors[3]. Or vise versa[4], bringing it inside or taking it outdoors would violate the same הלכה.
- Moving non-perforated flowerpots- The הלכה concerning a flowerpot without a hole (called an עציץ שאינו נקוב) depends on the type of pot. If it is made of wood or earthenware[5], then, it can still absorb nutrients from the ground even without a hole, and is subject to מלאכת קוצר. However if it is made from plastic, metal or other non-porous materials [6], it is not מלאכת קוצר, however, they most probably[7] are מוקצה. If the plant has branches that hang over the sides of the flowerpot, where they can get nourishment from the ground[8], it may not be lifted off the ground. Also as we will see later, if the plant will get firm later on, then it is like a tree and may not be moved at all.
- Indoors– Moving a flowerpot on the floor of one’s house, very often is not[9] קוצר. However as we will see below, (D-1) most houseplants are מוקצה like trees[10], and may not be moved altogether. Therefore, it is best just not to move any plants on שבת or יו”ט. Artificial plants may be moved[11]. (If they are very valuable and not usually moved, it is מוקצה מחמת חסרון כיס).

[7] בענין הזזת עציץ שאינו נקוב אם הוא מוקצה או לא יש בזה מח’ גדולה, ע’ כלכלת שבת זורע אות א’ שאסור להזיזו אפילו לצורך גופו ומקומו. וע’ פרמ”ג בא”א ס”ס של”ו מש”כ בזה וע’ מנחת שבת ס’ פ’ ס”ק קצ”ד דלפי זה יש להחמיר שלא לטלטלו, וכן הכריע בששכ פק כ”ו סע’ ב, וע”ש שמציין שבה”ש בב”ר קוצר ס”ק ז’, וכן ס”ק ל”ז בנוגע להזיזו לצורך גופו ומקומו, וכן בשעה”צ ס’ של”ו ס”ק ל”ח. אמנם לאומת זה ע’ התל”ד ס”ק ו’, וכן קצות השלחן ס’ קמ”ב בדי השלחן ס”ק ה’ דאינו מוקצה כיון שהעפר מיוחד לנוי ושלשון השו”ע שסתם בסע’ ח’ מתי אסור לטלטל עציץ משמע מצד מוקצה אין איסור. וכן ברית עולם דיני קוצר סט”ו וכן ס’ הל’ מוקצה עמ’ 233 שמתיר.

[9] כגון שיש הפסק בין העציץ ובין האדמה אבן או חרס וגם עץ שלכו”ע נקרא העציץ כאילו הוא בעציץ שאינו נקוב , וממילא מותר מצד קוצר להזיזו- כן ראיתי בזכור ושמור, אמנם הרבה חולקים עליו וע’ משפטי ארץ שביעית פ”ז אות ד’ שמביא הדעות השונות. ולא הערכתי בזה שאין נ”מ כ”כ כיון שרוב צמחים מוקצה.
[10] ולפעמים יש טעם נוסף שעציץ שמקפידים שלא להזיזו הוא מוקצה מחמת חסרון כיס שו”ת אז נדברו ח”א ס’ ט”ו.
[11] ואין חשש להשתמש בהם משום מראית העין, כן שמעתי מכמה פוסקים.
