Question:
Can a woman/girl in shidduchim wax her arms during the 3 weeks/9 days? I would imagine that this would be similar to R’ Moshe’s heter for a woman/girl in shidduchim to shave her legs during the 3 weeks and 9 days, but what’s the halacha?
Answer:
R’ Moshe doesn’t say that it is automatically muter, and only allows it if it is important, (see Igros Moshe Y:D 2 137), but if it isn’t needed that it shouldn’t be done. It is hard to say that it is important for her to wax her arms during this period, just because she is in shidduchim.

What if someone’s very self conscious about it?
It is true that during the three weeks etc. many of the things we don’t do are inconvenient, but this is one of the ways that we show H-shem that the Bais Hamikdash is important to us. In this zechus we will be zoche to see moshiach and the new Bais Hamikdash, and partake in all the joy that it will bring.
