Can I buy a new Smartphone during the 9 days? During the 3 weeks? My old phone is seemingly on the way out, but slightly underperforming for now. I use it for work.

If it isn’t necessary, it should wait until after the nine days. Even after the nine days, make sure that it your new smartphone should be one that has a hechsher on it as all of the Rabbonim say.
