When, if at all, do we say the blessing on great Torah scholars? The custom seems to be not to say it.
Answer:
There are different opinions if there is anyone alive nowadays that this bracha can be said on him. In Eretz Yisroel there were a number of gedolim, that said it when seeing Horav Chaim Kanievsky shlit"a, others however hold that we don't say it at all nowadays. See Piskei Teshuvos 224-4 for the various opinions.
