Question:
If someone lit Shabbos candles and they went out. The candles don’t have to be lit again and are muktza. However, if it would be meaningful for the person to have candles, can someone else relight the candles?
Answer:
When did they go out? If it is still before shabbos, even if the person lighting the neiros is a woman someone else can light them. If it is already shabbos then no one else can light them. Asking a goy is also problematic because it isn't a shvus but a melacha d'rayso, in any case you would not be allowed to benefit from the melacha.
