Is there a ban on a rabbi caring for, and guiding a goyim-formed community that wants to make guyur in Israel in the future? Being that the only Jew is the rabbi himself

There are communities where there is a ban on accepting geirim, but aside for that, the Rabbi must know how to do this properly. Additionally, geirus is not done as a collective undertaking, rather as on very individual basis.
