Answer:
According to R' Eliyashiv (quoted in B'orach Tzedakah 9-34) that one does not have to maaser government money that one gets if it is used for it's intended purpose. Over there he was talking about HUD or a rent subsidy, but a babysitting subsidy would have the same halacha.
