It isn’t clear from your question what topic you are asking about. On one hand, nail polish should not be worn in a way that it is eye catching, because that would not fit in with the proper tznius befitting of a Jewish woman. Aside from that, halachically if the nail polish is whole and not peeling it would not be a chatzitza for netilas yodayim, however if it is peeling and looks unsightly, or since it is peeling she would want to remove it, then it is an issue, and should be removed before washing her hands. Other than that a woman should remove her nail polish before going to the mikva, because anything extraneous to the body should be removed beforehand.
