I have a skylight that is never opened but lets light in. The issue is it lets drafts in as well. can I close it up?
Also, is there an issue putting plastic sheeting over drafty windows, or is it only permanent closures?

You are allowed to put up the plastic, this inyan only applies to permanent closures, as you stated.
