In general, we don’t use ma’aser money to do personal mitzvos, a person’s learning torah is considered his personal mitzva, therefore maser money should not be used to learn how to shatnez test. Additionally, if he course is being taken as a source of income, then it considered like a business investment, and we don’t use maser money for personal business.
