Answer:
It is controversial if it is not muktza at all and similar to food, or if it is the lowest form of muktza, “kli shemilachto l’heter”. Even if it is a kli shemilachto l’heter, it may still be moved for any reason whatsoever. The only thing it should’t be moved for, is for no reason at all, which is not very common. It can be moved if it is in way of another dress, if you want to look at it of show it to someone. Even moving it for no reason is controversial, and and a number of podkim permit it.
