Is it desirable for men to bring in Shabbos at the zman of hadlakas neros? Is this even true in Jerusalem where it’s 40 mins before shkiah and it can be helpful to bring Shabbos in later to have extra time.

Yes it is desirable to bring in Shabbos 20-30 minutes before sunset. the Mishna Berura speak very highly about doing so. He says that one who dos this is fortunate, because then one has fulfilled the mitzva d’orayso according to all opinions in the rishonim.
