Although Eilat is part of the state of Israel, it is not part of Eretz Yisrael, and within the borders of Eretz Yisroel as stated in Bamidbar 34. Therefore people who live in Eilat have to keep two days of Yom Tov. People from the diaspora staying in Eilat for Yom Tov keep two days.
