A male may touch his mother or daughter, however regarding a niece, she is not considered a relation that these things are permitted. Therefore touching a niece has the same as touching any young girl that isn’t a relative, the age is until three years old. There is a common misconception that since a niece is a relative, that these halachos don’t apply, however this is a mistake.
