I am wondering if we leave assume theoretically that there is no issue of chilul Hashem or sakanah, does the concept of dina demalchusa dina alone require one to wear a mask, while the government has a mandate requiring masks due to COVID?
Answer:
Dina d’malchusa dina will only apply if the government enforces this law, i.e. gives tickets etc. However, if they don’t enforce it then it doesn’t apply.
