When washing for bread etc. it is best not to wash in a restroom because going into the restroom itself will require us to wash our hands. However, the poskim say that if the only place that one can wash is in a restroom, then what should be done is to dry our hands, and say the bracha outside the restroom. In your case it would be best to dry your hands and make the bracha, close to the car to avoid a hefsek between wiping your hands, the bracha and eating the bread.
You may touch the food before you washing your hands to eat bread.
