Do I tovel the bottom of the sink grid/rack since its not coming into contact with food it just holds the dirty dishes. But what if when washing grapes it fell on the rack is that a problem or defrosting meat in its packaging on top of the rack. Is it better to tovel it or not needed?

You do not have to tovel the grid because it is not meant to come in contact with food. Even though occasionally sometimes it will come in contact, but it doesn’t come in contact with food o a regular basis, therefore it does not have to be toveled.
