Hi
As part of my job I need to supervise ladies working with children to make sure they are using the right methods and working properly. I am paid by the insurance company to come usually for a block of 2 hours at a time. Am I allowed to look at the lady working or should I be trying to look away and does it make a difference if they are dressed properly or not , with regards to this question?

The basic halacha (without getting into lofty levels) is that it is forbidden for a man to stare at foreign woman or to enjoy their beauty, as this will lead to immoral thoughts etc. It isn’t forbidden to see a woman. Therefore, you can supervise them, and do what you have to without gazing on them. This is delicate, but you can see what they are doing and how they are doing it, without gazing at them. As a side point, sometimes it is helpful, to concentrate your gaze on something else, and this will help that you won’t be looking at her. If the woman is not dressed properly, that is definitely worse, and you should try not to look at her over there.
