Using unmarked tissues in the sanctuary

Question:

Hi,
If there are tissues in a shul and they do not have a name on them, can I assume they are for the tzibbur or are hefker?

Answer:

Thank you for your question.

If the tissues were left lying around, and not put in a private of hidden place, you can assume that the y are either the shuls or that it belongs to a private person and he wouldn’t mind of you take one or two. They are not hefker, in the sense that you can just walk off with the whole of half the bag/box. They belong to either someone of the shul and they permit people to use them in a normal fashion.
