I found on the street a 50 shekel and a 20 shekel bill together with a receipt from the local makolet down the block. Is the receipt considered a siman? or does the regular rule of money doesn't have a siman apply?
can I keep it or do I have to go through the hassle of hanging a sign etc.

The two bills together with the receipt would be a siman for the money and it should be returned. It is true that it is a hassle, but bear in mind that the reward you will get for going thru the “pain” of putting up the sign will be worth much more than the mere 70 shekel. And if you can manage to do it happily, you’ll be an even bigger bonus!
