Can a person make a Shehecheyanu for a new hat made from animal felt? What if its made from wool?

If the hat is made from wool or felt, then we would make a shechiyanu on it. However, this is provided that the hat is a prominent one and the person has joy at the fact that he has a new hat now. There are however people that have the minhag not to make a shechiyanu when buying a new hat.
