Although there are activists that say to do things like this, and this is their way to try and force them to stop what they are doing, ( if it actually helps) halachically though, there is no problem with doing business with them. First of all it is the government that are doing these violations, and not the private people that the business is being conducted with. Secondly even if there are private people doing these violations, there are over a billion people in China, and it is highly unlikely that they are those people.
