Answer:
If it is indeed double wrapped well so that no steam can get from the oven into the food or vise versa, it would be permitted. Practically though, I wouldn’t want someone to bake non-kosher double wrapped meat in my oven, because practically, during the course of the baking it can unwrap. Especially if the item is getting baked, and staying in the oven for a long time, since it will generate a lot of steam, it will find it’s way of escaping.
