Question:
The גמרא במסכת מגילה כו עמוד א three lines from the bottom says “אמר אביי ש״מ אורח ארעא למישבק אינש גולפא ומשכא באושפיזיה״ is that the הלכה בזמן הזה? Is it brought down in הלכה? And if it’s not brought down in הלכה is there a reason why it’s not brought down?

The meforshim on that gemora explain, that the instance the gemora is discussing is unique in the sense that the host has to provide boarding free of charge for those pilgrims coming to the Bais Hamikdash for the festivals. The reason they could not charge is because it is possibly owned by all of Klal Yisroel. This situation is not relevant nowadays, although it is derech eretz that a person who is hosted by another to leave a present of otherwise show his hakaras hatov to the host.
