Very often a kollel couple will not have enough income for their needs, and this is why they are getting supported from their parents. If that is the case, then they are not obligated to give maaser. The same would apply to the kollel check. If, however they do have the funds then they should give maaser. Even a person who isn’t obligated to give maaser should nevertheless separate masser, and then he can keep it for his expenses.
