If the two girls are supported form separate places, then essentially, they are two separate people, and each one has her own obligation to light. If, however they buy the candles, etc. with both of their money, (or even if one girl gives the other one some money for them,) then whoever lights, she will be lighting the candles of the second girl for her, and both of them will be yotza that way. It is however preferred for each girl to light her own menorah, (if it will be safe).
