Second part of my question…If one made Boreh Nafashos after eating a meal with pasta, then realized one forgot to say Al Hamichya first, does/can one say Al Hamichya then?

Making Al hamichya before Borei Nifashos is only a question which bracha get presidence is being said first, it does not mean that one bracha exempts the other. Similar to when we have to make a borei pri hoetz, and Shehakol, we say hoetz first, but that doesn’t mean that it will exempt the shehakol.
Therefore even if you already said Borei Nifashos, you would still saay Al Hamichya.
